The lower level is preferred, but I haven't found it mandatory,
Ran an inline Carter pump on my Hemi RR, feeding 1/2" line, for decades.
I used it to pre-fill the AFBs, ran the mech pump only most of the time while driving.

A Holley blue was on my Duster when I got it and it was above tank level; ran it like that for awhile.
Later on when it hit the mid-10s, I added a sump & moved the pump to the rear crossmember; it also had 1/2" line.

I have a Holley blue pump right now that’s mounted just about even with my sending unit and I hear like a hammering type noise coming out of the regulator the tank is full they say that it has to be lower, however, does that mean below the sending unit I was told those pumps need to be gravity fed

My holley blue pump is within 4 in from the sending unit

This is the pump I'm going to try on my next street motor build.

https://walbrofuelpumps.com/frb-13.html

I'm going to use a return system with an Aeromotive regulator, all for a simple Carter carb.
Expensive, yes, but it should work and be reliable and long lasting.
3/8" supply and return lines.

I mount my electric fuel pumps using a stock type Mopar gas tank with a stock fuel pickup on inside of the passenger side rear subframe in front of the rear end so the pump inlet is at the same height as the bottom of the gas tank wrench scope
Works good, last a long time up

Might be tough for you perfectionist, but if you mount the electric fuel pump at a slight angle, with the pump outlet higher then the inlet and the attached (inlet)
fuel line having a dip with the lowest point at the inlet being lower then the output line side, it solves a lot of first start up issues. When you shut the pump off, there is always fuel at the dip (and in the pump) between the high point on the outlet to the low point on the inlet side of the pump waiting to be pumped. As soon as the pump turns on, it pumps the fuel in the dip, and will suck the fuel from the tank into the pump without missing a beat. Doesn't have to be a very big dip, just enough to keep the pump full and the inlet with a little reserve. See pic.

Pumps work better pushing fuel, a long time ago before I had a brain there were two different cars with same problem. First was our 68 dart Hemi with the x ram, it ran 10.31 but was popping above 6000, second car a 69 mustang with a Roush 588 inch shotgun motor twin dominators (840 hp) was popping on top end too (8.90-153) couldn’t figure it out till another racer said “you ain’t got no gas” both had ONE Holly blue pushing from rear tank. This was long before the BIG pumps came out. Like I said brain fade. Before I could get two pumps on, the ford blew and Hemi was sold. Anyway mount in back or below tank (within reason) you’ll have no trouble

I can beat that brain fart I think shruggy years ago built a model A coupe with a SB 307, before beating me up, money was EXTREMELY tight and the motor came with the project. I did a backyard rebuild complete with a PERFORMANCE RE-GRIND on the stock cam ( Big bucks there LOL)
I scrounged together a tri-power setup and used the VW gas tank that was already mounted. It ran 13.50's at Fremont falling on it's face near the top of second confused It later dawned on me shockthat the outlet on the VW tank used 1/4 inch hose BUT nipple / off valve it connected to had a much smaller ID DUH!!!!! spank
