That bowl vent had a tube going to a canister filter that had lines going back to the fuel tank Some of the early smog stuff wasn't so good As I understand it, technically it went to the valve cover breather, so both your fuel tank and carb were vented through the crankcase, which should be under negative pressure due to PCV. I figure keeping fuel out of the crankcase is a good thing, especially on cars that don't get driven much. The bowl vent went to the canister and back to the tank. Not to the valve cover breather. There also was the small line off the breather that allowed any excess vapors in the air cleaner or crankcase to also be purged to the tank. When running the PCV would act as a vacuum cleaner and allow vapors to be burned in the combustion chamber.

I went to the shop and looked at an original 70 340 carb. Here’s a picture of the arm adjusted according to the 70 service manual. Mine says a #38 drill bit which is about .101”. One of my Holley kits says 3/32” .937” for the ECS carb. The next picture is the same carb with a new from Holley vent rod install with no bending.

This is a nos 340 carb made in 82 straight from Holley adjusted at the proper starting point I use of .040 of idle the slot. My finger is showing the proper place to bend the arm according to the service manual using tool T109-213. It needs a little adjustment. I’ve never seen one. Sorry the pictures are sideways. I can never figure that out with this new iPhone.

Anyone know how the bowl vent is supposed to open? My linkage does not engage the vent lever. Pictures I’ve found on line look the same as mine. Your vent valve looks "pushed in". It should stick up like in some of the other pics. As mentioned, it vents the fuel bowl and is opened only at idle. If your "pintle" (part of valve that sticks up) was UP, that would move the rod your looking at closer to the throttle lever that pushes it. After that, bend the rod as needed. It is supposed to open and allow fuel vapors (center carb only) to go to the charcoal canister. The older carbs just had a vent hole. I'm not sure exactly why

I'm not sure exactly why That is how it’s supposed to look unless the long arm on the throttle shaft it fully engaged on the vent rod. The small spring on the arm makes it push the plunger down to close the vent on the bowl. The vent is open at idle.
