I'm replacing the ball joints and strut rods on my 64 Belvedere. I have the spindles off ball joints out and lower control arm off. I replaced upper control arm bushing 20years ago and they look ok. My question is how easy should upper control arm move. Mine sits in the middle of its travel. I can push it down to bump stop when I let go it goes back to middle. It seems tight to me. How free should it be?

That sound about right to me with stock type rubber bushings.
I replaced my strut rods with the RMS units and it handles and brakes much better than the stock units twocents

That's the problem with the stock front end and stock rubber bushings, if you loosen the bolts the cams that set alignment will more than likely move.
