The best?
I have no idea. I took a chance on these guys on e-bay because I'm cheap and the PCM/ECM for my Wrangler worked fine when I got it back. Looks like the reviews are kinda spotty, so not the best but an option...

I got mine for my Durango from some place in Florida with lifetime warranty. That was late 2011, maybe early 2012. This was an exchange that they programmed for my VIN. First one started the Durango once and failed. Second one had the wrong emissions (mine is a 49-state in California as it was first sodl in Arizona). Third one lasted about a year. Fourth one is still running great...Customer service was outstanding even with the issues. I'd have to go pop the hood to figure out the company name.

What does a repair cost versus an exchange for an already remanufactured PCM?

I had to replace my wife's 2001 Town and Country after it was damaged from a rodent (groundhog) chewed through both CO2 sensors and the wires grounded. Got one with a discount from my friends at the local Advance for less than $200 and within a day. Just need to provide the VIN and current milage to have it initialized. I think they come with a 1-year warranty too.

Does anyone still do custom software tunes of OBD-I PCMs in the 1994-1995 Rams?

Years ago BG in Detroit area did them, is BG still in business?

SIA Electronics in the ebay link above does show some repaired OBD-I PCMs for Jeeps.
