If there is no advance, you can time it at 100rpm or 10,000. should be the same, theoretically.
If you have a computer controlling timing with a locked out, that's different

I guess my thinking was that the requirement for advance would increase as rpm increases, at least to a point

Set it at idle. Bring the RPM up to verify if you like, Should stay the same if there aren't a bunch of worn out parts in it. It will still move around some with a stock type set up. Lots of parts involved between the crank shaft and the distributor cap. Put a crank trigger on it and it will be rock steady.
If the results don't match the theory, change the theory.
