Sure it does via the dielectric which is a high resistance. So yes if you measured it with an ohm meter you see an open or a very high resistance in the Meg ohm range. A capacitor as it charges passes current. But it won't work unless the case is grounded. When it rises to the input voltage and is fully charged it than block any additional current flow.

There is no connection between the spark plug electrode and the frame, just air. But at a high enough voltage the air conducts. But if you don't ground the spark plug it can't spark.

what is best timing for 1970 340 total and at idle and all in by what rpm

Is this a serious question? If so, what application street, street and strip or drag race or circle track race?
Do you know if your balancer reads correctly in relationship to the zero timing mark on your balancer and on timing tab? If not verify that first and answer the other questions so we can give you the best advice for your deal

street use bal is true tdc on piston and bal right comp is 10.2 1 thanks

I would recurve the distributor so it has between 32 to 34 max advance after 2400 RPM and set it up so it has between 12 and 18 degrees before top dead center at idle, under 1400 RPM.
Is this a iron head motor or aluminum head motor?
If iron heads be very careful on the spark plug heat range if it has a true compression ratio 10.2 to 1.
I would run the stock Champion plugs for it which I think was RN9YC, not any hotter tsk
On the Autolite brand I would try their 3923 or maybe the next colder 3922 if the 3923 run to hot scope
