1. I'm happy with the POR-15 I used on my K-frame last year. The K-frame was oily with a little surface rust, just hot tanked it. PROS: Tough as nails, just degrease, degrease, degrease. CONS: Sticks to everything it touches. Black is too glossy. Not sure if paint will stick to it.
2. I tried the Eastwood rust sealer products on a front QP splash guard earlier this year. Wire brushed the heavy surface rust off. Degreased it and brushed on the first chemical. Let it cure. Steel wooled the surface and applied their Chassis Black spray paint. PROS: Easy to apply, just degrease, degrease, degrease. Chassis Black has nice sheen to it. CONS: The rust remaining under the encapsulator has a tendency to scale off and obviously take the finish with it. Like I didn't remove enough rust with the wire brush. The chassis black paint took a week to cure.
Never tried the Rust-Bullet.

Cut it out and replace it. If surface only I use Ospho then grind the crap out of it and then use a etching primer and then paint over it.
I have used POR 15 and after a few years it seems to discolor. If you are painting over it you can let it get tacky and try painting it. Seems to work but I was never satsifed with it.

I have had good luck with POR-15, I have coated a bunch of parts with it and am satisfied. I thinned out the last of what I had and sprayed it in the pictures below. Dont put it anywhere you dont want it, it dosen't like to budge.

I used Rust Bullet on the roof of my 69 RR. I elected to remove the vinyl top and go with paint. There was quite a bit of pitting, so I sanded, ground and wire-brushed as good as I could, and applied rust bullet. Three coats, actually. I actually used a weenie paint roller, and laid it on straight out of the can. The nice thing about rust bullet is that it sands really nicely. This was a few years ago. The car has sat outside (still not painted!) covered, with a coat of polyprime over the rust bullet. Still looks great.
Just my opinion, but it seems most everything I have tried from Eastwood has disappointed me, but I'm no expert.
