The common lore says that 60° (one-sixth) of the pulley diameter needs to be in contact with the belt.

A water pump has much less load than a PS pump or even freon compressor, that contact will spin it up just fine.
I am not causing global warming, I am just trying to hold off a impending Ice Age!

I know you've already gotten the confirmation you needed, BUT...I looked at 2010 Charger police and looks exactly like yours.
