As for the paint charts. Most of the 1971 charts I have that have FM3 on them, they list it as Spring 1970 only. Even the '70 charts show the '69 Spring colors.

Basically you could pretty much special order any color that had been previously produced and even ones from other manufacturers if you really wanted to. Also you could special order colors that were not available on your model but were on other models.
I don't exactly what the process was for the dealer to do it. If anyone does, I'd like to know.
