Looking at a 70 Cuda and inside the trunk is this capped off tube / filler neck on the passenger side of the trunk floor. Obviously this is not a fuel inlet given a Cuda's filler neck is centered behind the plate. Probably part of the California Emissions system. There was a similar system for 1971 used in pretty much all cars, but it was changed/revised for '72.
Someone more knowledgeable than I will probably have all the info. I had a similar setup in a '71 Swinger. I think there were three hoses connected to the bottom.

I think you nailed it as this car was originally sold in California. Funny system, I'm sure it was very effective. Haha.

It's part of the ECS on California built or sold cars. My 70 TA also has the ECS. There should be 4 vent lines from the gas tank to the base of the unit. There should also be a hard line to the engine compartment that will attach to the breather with a rubber hose.
