Container ship OOCL DURBAN contacted two gantry cranes while proceeding to her berth at Kaohsiung, Taiwan, at around 1130 LT (UTC +8) Jun 3, on arrival from Hong Kong. Cranes collapsed, wreaking havoc on the pier. One worker was slightly injured and hospitalized, two crane operators got trapped in cranes wrecks.

Looks like the crane operator F'd up to me. That boom should not have been out there, simple safety precaution. The captain of the ship should not have allowed his ship in there with that boom out as well.

Wasn't the crane that was knocked over while it was effectively unloading another docked ship, that was essentially sideswiped? Looked to me based on water disturbance, the moving ship was heavy into its side thrusters trying to minimize the side swipe., before the crane fell.

Go look again, the boom of the crane that fell over was halfway across the bridge of the moving ship. Crane operator error and the captain should have been in full reverse trying to not hit it.
Hard to tell if the two ships touched, the "cameraman" was all wobbly and jerky, but if they touched it was very gently. There might be some paint scuff on the moving ship from the one tied up, but if you look the aft end of the moving ship was not touching anything and moving away from the tied up ship when the crane fell over.

The vessel is always under the command of the master who should be carefully observing the situation and monitoring the commands issued by the harbor/docking pilot. The master can never use the excuse that the pilot was in charge. Lawyers and insurance companies will be fighting this out for years.

Who cares how "gently" they touched, any contact is verboten.. The ship in motion was aggressively trying to avoid the collision, which I already noted, and maybe got distracted with the pending ship to ship contact by looking down and not up/forward, and missed the numerous protruding cranes. IMO, the crane operator had no obligation to lift his boom, if it even was an option. Nobody in my world gets to run into an at idle bridge, crne, dock, etc with out consequences. The audio I heard indicated a loud seemingly steel to steel high frequency sound effect that coincided again IMO, well with what looked to be the ship to ship contact, prior to any crane movement.
I also suspect the crane/gantry is fixed length, to reach all the way across the Panamax ships, the narrower ships, it must extend past the ship at dock when actively loading/inloading. Raising the boom is the standard way to gain vertical clearance with this system, but might not be a simple task, in that a counterweight might also have adjusted real time. This last comment is just a guess.
