What's this bolt hole for? It has a nut in it whereas the bolt holes for the brake blocks just thread into the frame sheet metal.

Most likely for a different brake proportioning valve.

It looks like the spot for the + battery cable holder. there is a bracket that bolts there.

Those are on the inner fender not the frame rail.

i believe the bellcrank bracket had a small tab that inserted into the small hole directly below the threaded insert, preventing it from turning out of position when the bolt was tightened.

Not tsk All the 1969 B body automatic cars have the shift linkage off of the steering column or from the consoles. The kickdown linkage bell cranks are on the tranny scope
Probably the brake distribution block mounting hole twocents scope

True, but all the frame rails would have had all the holes for any possible combination.
A clutch bell crank tab was an add on.

I guess that I should have clarified that it was an add on that was welded on top of the frame rail.
I wasn't meaning or inferring that it was a bolt on piece.

The holes that they put in the side of the frame rail are punched in for any combination of possible brackets that they might need.
