I know there is a light spring and a heavy spring. But, if both centrifugal weights are connected to a common plate (the rectangle plate with the 2 slots), then how would the light sprung weight be able to advance quickly before the other heavier sprung weight, if they are both connected to that comm plate? Thanks.

Is there a little play in that heavy spring at low RPM? If so how does it stay in place without any tension at low RPM?

Yes. It actually takes a little effort to pry the springs off the weight post which have a mushroom like head. The smaller spring controls advance first until the slack in the heavy spring loop closes on the post at which point both springs contribute to a slower mechanical advance dominated by the heavy spring at higher rpms.
