What are these bumps? Industrial block?

Don't know why they are there but have only seen them on 413 industrial engines.

That is a H.D. truck, motorhome, industrial motor, could be a 413 or 361. If it has the raised pad on the front drivers side of the block it will have the C.I. and year assembled stamp on the pad, if no pad there it is 361 C.I. scope
Looking at the picture it looks like a H.D. truck motor twocents
