Can chrome be buffed out, at least somewhat ? I'm guessing you couldn't
make it perfect, but maybe I'm wrong. I know the answer is sort of "it depends",
but can chrome be buffed at all ?

No it can’t be polished or buffed. The layer of chrome (not the nickel or underlying copper). Is too thin and does not buff. You can only clean off surface crud.
