So in 1970 was the washer fluid installed by the factory or part of dealer prep?
Is their an agreed upon color for what would have been in the bottle upon delivery?
Seems this would be standard across all models as well but I’ll throw it out there.

When I started with Chrysler in the early 80s the washer tanks were empty when they arrived.
We filled them up during PDI

No idea it that applied in the 60s and 70s time frame

As reference, when done in the 80’s did they mandate what fluid would be used it was it at the discretion of the dealer?

Nope,
Im not 100% positive if we did or didnt use a Mopar brand ( if that was even avail ????? )
The best I remember was whatever color / brand the parts dept got at the best price .

I believe all Mopar dealers were mandated to use only Mopar-branded parts/accessories but there was no way to enforce it. Local sources were no doubt used for various reasons.

Fantastic, this doesn’t seem to be well documented, I had heard green from a buddy as well but was looking for a sample of more than 1.
