I have not kept up much with Ebay/Payal maybe for the past decade.
Went to list something, now I must submit a valid photo ID to payal, plus all the other personal info, including receipts less then 6 months old for items I'm selling?

Say what? eyes

You do have to sign up for paypal but don't worry about the receipt thing. ASs for the photo Id thing I didn't have to do that.

when i signed up for paypal 25+ years ago.
i had to give them a account #'s for the bank account i was going to use. they deposited a couple of cents in my account, later withdrawn. they sent me a email that i had to give them the amount and time it was deposited to get my account approved.

It is like that for any transaction that you want to use a lot. I have never seen anyone asked for a picture ID though, must be someone scamming Paypal or eBay somehow... shruggy

Money laundering regulations are getting tighter and tighter.

Banks have had to live with a lot of this for years, however these days a whole lot of money moves outside of the banking system.

I would not be surprised if the PayPals, Google Pay and Venmos of the world have to step up up on knowing who their customers really are.

Another example on how the sins of a few penalize the masses.

However there are legitimate reasons to do this because of terrorism, drug trafficking, organized crime and tax evasion.

Seems like having a credit card or bank account that paypal requires would handle the ID issue. Try today to open a bank account or credit card without a current photo ID.
On the receipt requirement no older then six months for anything I am selling, I got a lot of old Mopar stuff from decades back, that is now worthless on EndBay. rant

How are they going to know how long you have owned something so that seems to be a useless requirement. Something sounds off about the whole thing.

Its easy to search and find this is not a new thing, for some reason some get the request, some never do. But they never seem to give anyone a straight answer as to why they want "there" info.

They do some type of background checks also, not a dig, but maybe related to 1 of the 12 times you had a gun to your head? Who really knows but it seems you either play ball there way or dont play.

Sure anything is possible, but remember, the best way to preserve your rights, is to preserve others rights first, and that also is, not a dig.

Only thing that might have triggered this, is last year I had a buyer 31 days after receiving an item, "claim" it was damaged, it "appeared", he forwarded the item from the original shipped address, after it was signed for in NJ to China, and I suspect thru shipping and customs inspection out & In, it became damaged when first seen in China. He filed a claim with paypal, did a negative feedback, declined to allow UPS to inspect the insured package, PayPal declined the claim. During the same time, On a PRI road trip, my card linked to Paypal got hacked for less then $100, card company shut it down. Best I can tell. Paypal lost zero money on any of this stuff. I have yet to list another item, but when trying to get a new replacement card number linked to Paypal when they stated I need less then 6 months old receipts for ANY item I was selling, and a current Gov photo ID, and no amount item dollar amount was ever mentioned for future potential sale item.

I would rather toss the stuff in the trash then jump thru their stupid arbitrary hoops. Kinda of the same way I feel when a LEO sticks a gun in my face when I have done absolutely nothing wrong or improper.

Wow, that does sound a bit sketchy. It's been a long time since I got a paypal account too, but no photo ID was required. Definitely use due diligence before you do anything. I only had to link an account also.

Again, how about a link?

I opened my PayPal account 20? yrs ago, but let it sit unused for at least 15 yrs. When I began using it again a few years back, I just had to update my info and bank account, it never asked for photo ID or receipts.
