Cant find verification
If a pcv is sticking closed or improperly sized
Will it create issues with vacuum secondaries ?

Draw on the vacuum sec. comes from orifices in the barrel of the carb above the throttle plates, right at the venturi . A plugged or open PCV wouldn't have an effect on secondary opening.

Just test it. Remove the PCV hose and plug it on the carb side and try it. Then you'll know.
