How often does the Y11 code show up on a Broadcast sheet?
Actually what does the Y11 "Domestic Publications" code mean?

in the big picture it is pretty RARE, but for collectable musclecars it shows up now & then

the 383 4-speed GTS is ordered from overseas: Y09 = EXPORT & Y14 = "SOLD" car
the most probable scenario is a US serviceman ordering the car before returning to the US

the ship to destination is stateside & all paperwork is: Y11 = domestic publications (owners manual/warranty/etc.)

is it B7 with a blue interior? work common with Air Force or Navy
or
is it T7 with a tan interior? work common with Army or Marines

for some reason, the majority of these military ordered musclecars are, V88 = stripe delete (maybe they had enough "stripes" in the military?)

can you share more of the broadcast sheet?

You are almost spot on...
The 1969 Dart GTS was ordered in the PX in Saigon in December 1968. It was actually ordered by a government contractor. He requested to have the car delivered to a Dodge dealership in his home town of Fredonia, NY
