I took this 69 Charger apart 15 years ago. I photoed and bagged all fasteners. My photos are not clear and the hardware does not jive or at least I don't think it does. On the bumper braces there are 4 attachment bolts that tie it together. What I have left is 4 bolts 3/8, with captive washers on 4 nuts. They seem small compared to the hole size and just don't seem right. I will include a photo. Any help would be great. Thanks.

Do the leftover smaller fasteners go to the front license plate bracket to bumper & valance?

No they do not. They are in a separate bag and seem correct. The bag I had marked bumper had all the chrome bumper bolts as well as the 4 bracket to frame bolts. The 4 left just don't seem right. It is possible someone had put the wrong ones on it. Car was pretty much original and looked to be untouched. It had been sitting in Colorado since 95 when my friend bought it. I can source bolts and nuts just would like them to be correct.

those bolts are indeed 3/8"-16 x [approximately] 1" long.
i have the nose of my charger [grille/bumper/valance] off at this time, and just looked. these parts have not been off this car since new, and i have owned it since 1970.
most holes are larger than necessary to provide some adjustment, but mostly for ease of assembly.
i can take a pic or two if you want.

Ok so the 3/8 bolts with the captive washers on the nuts are correct then? What is used on the bolt end a washer? good pics would be great.

Note I edited my posts the captive washers are on the nuts.
