OK.....just measured my 70 440 Cuda. I’m at 61cm (24”). So yeah, I’m significantly lower than you. I run 235/60/15. I recall that when I was running a bunch of measurements a 245/60/15 seemed problematic.
Maybe a little less backspace would help you but then the distance to fender lip soon becomes an issue.

Car is stock Hemicuda with stock rallye wheels, not modified in any way Well......EXCEPT FOR THE TIRES! I think stock was F60-15, which equates closely to a 225/60/15. You have 245/60/15.

You talk about the tires rubbing on the frame rail, and you talk about ride height. Adjusting the ride height will affect tire-to-FENDER clearance, but it will have very little effect on tire-to-rail clearance.
Tire to rail is dependent on:
Tire size Wheel offset Steering travel (it is possible to limit steering travel to solve this, but simply not turning the wheel all the way does the same thing).
Adjusting ride height isn’t going to solve your 245/60’s rubbing the rails issue.
