Anyone with a 70 (maybe through 72) Dart know how these rubber headlight splash shields get installed/retained? Stainless steel clips are used to retain the splash shields.

The rubber seal usually attaches (clips) to a metal baffle that's screwed to the inner fender/rad support depending on the car.

Does it attach in this area? If so, I don't see provisions for the clips to attach.
