Several options.
Contact the County Prosecutor or Sheriif and see if they will get involved. Sometimes when a badge shows up at your doorstep to “investigate” that can sometimes shake things loose.
Contact your local USPO Postal Insoector and see if he can get involved. If you used the USPS to send anything to him they likely will get involved.
If you used a credit card that involves fraud by wire, contact your local FBI office and see if they will get involved.
And - don’t forget the FTC. Go to their website for more info.
If you get someone to listen to you make sure you mention all the bad news on FB. They can obviously find that info too and that may help convince them this guy needs a visit from authorities.

Do you have this proof? I did. Guy took down payment money for a car that didn't exist. Used the name of an acquaintance as a reference. I was dumb, lucky to get my cash back. Wouldn't have except for friends who had friends in the right places. Seems to me these things did happen in this case. Who knows what was in his heart 2 years ago. People should not be allowed to do this crap with impunity. Failing that, people should be able to take matters into their own hands. Tired of seeing crooks have all of the protections under the law.

Do you have this proof? -Very good points Poly. One way to help (but still not guarantee an easy task) in situations like this is to get a detailed quote for goods and services signed by both parties prior to any custom work started and to mutually sign a contract based on that quote. It can be a PITA, but any considerable amount being spent for work like this from strangers almost warrants this. I buy stuff online too with a CC sometimes...because it's convenient. It is far easier to pursue contractor fraud in Court with a mutually signed contract not being followed than it is relying on word of mouth, thoughts, "understandings"etc. Emails are helpful sometimes if the communication was clear enough. The whole idea is to strip away the defendant's ability to disprove negative intent. Sad it has to be like this, but that's the world we live in. In the area where I work at least, with documentation like this charges are filed regularly.

I'd repeat myself based on a few hundred Court of Appeals cases, but.... An arrest means having evidence of a crime and having law enforcement involved. Easier said than done. I know from experience, often LE doesn't put much effort into dealing with property crimes; burglary, theft, embezzlement, unless the victim is someone who matters or the dollar amount is substantial. I guess they figure it's just not worth the effort when the judge is probably just going to slap a wrist and turn 'em loose. The cards are stacked against the victim these days. Take matters into your own hands and go do the cop's job, then they tend to get excited.

Yes, I have proof. 1) I found out that this has become a 3 year pattern, with dozens of customers, some right in his own town. 2) The flood that he said hit the shop neighborhood never happened. The tornado that took down half the building never happened. 3) Have plenty of names that paid upfront for machine work, engines, parts 4) Plenty of pages of texts that show no response for months at a time Doesn't matter. Several locals decided to visit with Dustin today and have a play date. Yes, he's still alive and unharmed. I don't know why, though.

And FYI,
Maybe my investment totals only around the $5,000 mark, but if you add the people that I know of who lost money, parts, and services through Dustin, it is well in excess of $100,000 at this time. Again, this is just the people that I know of.

I tried to warn everyone but, no one wanted to listen ..
He has many people after him for money , he does have lots of relatives .. I have not seen him back at track for couple years .. but, might be going somewhere else
