So this is the shifter that came with my 70 charger v code 4 speed buddy seat car.Ive never seen a shifter like it before, has 7174 on the reverse arm....I just swapped it out for a stock 70 b body mechanism because the shifter was too high with this one...is this oem or?

That looks like a custom made 70 B body console from a non console shifter.

I can not answer your question, but I had the pleasure of working on (tuned up, electronic ignition kit, changed fluids and detailed) a 70RR 383, bench seat 4 spd car and driving it around for a few days when I was in college. I'd swear that your handle is the handle for a bench seat car. I spent a lot of time making the one in that RR shine.

Of note, the car had kind of been abominated. Was originally white, but had a super thick, wavy, orange peeled and clear coated Earl Scheib silver paint job with enough flake in it that you could hide it in a parking lot of bass boats on trailers. It had a funky dark purple velour cover over the front seat and was packed with stereo equipment and all that entailed. Late 80's though, so it least it wasn't shackled up. Was this semi-retired (heh heh) truck driver dude's pride and joy. Was sweet and in great shape, apart from the above.

The 7174 on the reverse arm denotes that the shifter is the one year only 1970 B-Body one. The handle as mentioned is the non console one, but with what looks like a custom offset push in tower. The offset is toward the driver where the console shifter handle was offset toward the passenger side.

the offset extension piece is very oem looking, not homemade at all,i wondered if there is a buddy seat shifter box or if someone combined a 69 camaro shifter with a 70 b body shifter, but why? here is a 69 camaro shifter....

That solves the mystery.

70 B body non console handle
69 Camaro offset adapter
70 B body arms
