Sir Frank was almost completely paralyzed from a road car wreck he had many years back, so he can't hold himself in place in the same way non-paralyzed people can.
The rippling of the sidewall was indeed impressive.
I believe Hamilton will forever be regarded as one of the best to ever hold a steering wheel.

I'll bet the sidewall gyrations were caused by hitting some of the rumble warning strips that line the edges of the track. They can be seen at various places around the track.

I watched it again, only time I saw tire distortion was at the 3:08 mark, I did see some similar video perceived rim/spoke distortion at 2:47, they could be the same, but i am not yet 100% convinced

Yeah this is the one I noticed first. At first my thought was tire deflection, but now that I see the rim is deflecting too I'm thinking some sort of optical illusion...

if that rim is deflecting that much, [and rims do deflect to a certain amount at high speed] i would be looking at rim replacement to a different style before it disintegrates and someone is hurt or worse.
it probably is an optical illusion.

That's a cool video - Frank Williams has achieved absolutely amazing things with such a 'low budget' operation.

It's just a video distortion - caused by a harmonic between the frame rate and vibrations of the camera - just look at the same ripple at the 3:13 mark, inside the car.
(SONY has excellent in-camera dampening, GoPro and Canon not so much, DAMHIK).
