What is the best way to clean or restore the chrome section of the wheel. The black section what paint would you use (brand) semi gloss. Thanks

Use steel wool on them, mine turned out great

Kind of depends on what you're starting with.
20 or so years ago, decent (non-rusty) ones could be cleaned up with 0000 steel wool, and a semi-gloss rattle can like Krylon.
Masking the spokes is a bit time-consuming, but they came out just fine.
