If anyone can provide this measurement it would be greatly appreciated:

68, 69 or 70 B-body Plymouth 440 engine
measure from the engine ID pad to roughly the top of the fender

I got a funny feeling this ain't gonna fit under an A12 style hood !!

Damn ... 15" to the top of the air cleaner. Scoop is only 3". So much for that configuration !!

What is that big spacer looking deal? I know it's just sitting there but check the weird gap, drivers side, bottom of that huge by extra large manifold.

That "big spacer" is the exact size of a carburetor, throttle body or efi unit.

Measurement to the top of the fender is not what you need. You need the measurement to the hood over the air cleaner...This isn't a great pic, but you can see that the fenders still rise at the front of the motor and the hood rises toward the middle. Yours still won't fit without a scoop, but it may fit with one...

From your picture of the manifold, I see a mis-angled gap at the bottom of the 1-3 intake runner at the head. Probably just the pic...It just doesn't look perfect like the passenger side does.

Well the intake isn't bolted down so it may be off a bit on one side. Also, the intake flange is not the same shape as the head flange so it might be contributing to the illusion.
