What block is available for p5 hemi heads are they in aluminum or cast

You can get 4 cylinder blocks for them everywhere. 8 cyl... not so much.
They were just about giving the 4 cyl blocks away for awhile like under $1000 new in the crate.

The late R4 block isn't great, the bores get very thin at around 4.2"-4.25" and tend to move around and or split. Most of the Aussie Pro Stock stuff has 8 sleeves and are filled. The early blocks are better, but not as good as a Dart Chevy or Ford block.
For anyone that was serious and the rules allowed, a billet aluminium block would be the way to go. You can control how the bores are supported, and the $$$ I've seen the early R4's go for, the prices are very similar

If it was ordered with blank lifter bores and a blank deck, I'm sure it would work.
