Am I doing something wrong here? I have removed the horn pad and ring, horn switch, steering wheel nut and washer.
I installed my puller and I have put a lot of torque on the puller shaft and so far I do not think the wheel has budged any.
I don't ever recall it being this difficult.
Have I missed something as I don't what to end up breaking anything here?

Hit the end of the puller with a hammer. It will come right off.

Yeah, that's how it was when I bought the car a couple years ago.
It was a 40+ year mothballed race car. I remove the old column mounted gauges, I found that surprised.
The previous owner must have cranked a little too hard on the gauge clamp.
One would need a long right arm to reach that shifter....
