that would be the gromit for the foot operated washer pump. sorry don't know the size

I do not have the foot pump. All the grommets I see have the holes in it for the hoses.

The hole diameter is 1&3/8". Not a standard size when looking at the plastic plugs that are available.

That looks like a body plug, which the hole in question didn't get. It is a simi soft rubber grommet instead of a plug.
