The new repro sheet metal has a black coating. Is the coating good enough to resist rust as in the case of the back of the fenders? Should the coating be sanded and painted?

The coating is EDP coating. You can scuff sand it , prime and paint.
I would not leave it as is.
Even if it's the back of the fenders, I would still scuff, prime and paint so you have the best protection against rust. That's what I have done in the past.
