If they are like Toyota (I can't think of a reason why they would be different) they are vehicles that were bought back because of a problem that wasn't taken care of in a timely manner (lemon law). Toyota had a small lot in Jax where I went to tech school that had buy-backs in it for the instructors to use in school. Some were simple little things that to me didn't warrant a buy-back while others were major problem cars that did. Pretty sure all manufacturers do the same thing.

it was the tow rating. When I ordered my 99, I ordered it with the tow mirrors and was to tow a small travel trailer. The deal was with the passenger car tires and suspension that caused the issue. I let them buy mine back, and I got a 2k dakota 4wd...

Yup. Dodge originally messed up the tow ratings. It's got lower springs tgan other Dakotas and shouldn't have been given a tow rating because of it. But people already bought them. Dodge bought them back to appease the upset customers.
