You know the answer...Or you wouldn't be asking if it was safe...Even if someone said to run it would you ?? What cut into it on the backside ??? Probably the fender lip. Then the person swapped the tire on the rim to hide the cuts.

My guess is the inner wheel well. I inquired to buy and the pic I got was this one. Said was only driven for a block.

Said was only driven for a block. After it was remounted. Sad thing is someone will buy it,and probably try to use it, or put it on a car for sale.
