How old is it? How deep are the cuts? It MAY be ok for a show car, not for ANY performance use, even a burnout. twocents

I had a tire with cuts in the sidewall, similar to what you are showing . . . and it was almost a new tire. No way was I going to take a chance on the highway . . . spend the $$ for new tire.

Probably the fender lip. Then the person swapped the tire on the rim to hide the cuts.

Probably usable as a roller if you're sending the car to a paint booth.
I wouldn't drive on it though.
