Yes, it melts; that's basically how it's applied.
Obviously you don't want to use so much heat that you warp a panel, but it generally melts at a lower temperature than what's risky.

Lots of guys back in the day didn't use respirators when doing lead work, but I would recommend you do.

Don't use oxy/acetalyn. It's way hotter than you need and will risk damaging the steel. A plumbers propane torch is much cooler, but plenty hot to melt the lead. That's why it's a plumbers torch... they use it to...ah...melt solder onto copper pipes

iagree Hand held blue bottle torch is plenty hot enough to remove or apply lead.

Ok, thanks. I got rid of my oxy acetylene stuff years ago, that's why I was asking if propane would do it.
