Looks like the felt 'seal' for the harmonic balancer... (just ment to keep dirt and junk off the actual timing cover seal I think.)

What Oz said, extra external protection for the seal (goes on the dampener snout). dont forget to just start the tcover screws part way then install the dampener so its snout is past the seal which will "center" the seal/tcover then finish the tcover bolts then draw the dampener on the rest of the way. unlike a BB, the SB tcover is a loose fit

we're here to help each other bro. Another caveat, sometimes the t cover bolt on the fuel pump side right behind the water pump nipple (if using later alum pump), it is about halfway up, is too thick & can keep the water pump from sitting flush on the tcover. visual and or mockup dry with gasket/no sealer to elim that. some bolts go into coolant so be sure to use cement on their threads. EDIT some I have had to trim the bolt head to about half its height, but there is still enough meat to get a wrench on it with the pump installed cuz I like to torque all the bolts down evenly tho some you wont be using a torque wrench on, just (helps) keep Mr Murphy at bay

I have only seen that thing in one engine I took apart. It was stuffed behind balancer, apparently to attempt at sealing the front crank seal....that was installed....BACKWARDS! smile

yes, the open face of the seal should face rearward. EDIT set the pump gasket dry on the pump and the tcover face then flip it over, as some gaskets have a slightly different non symmetric curve that you can see when you look for that & they conform to the outline of the pump/tcover moderately better with it flipped the right way, then make a P on the side that faces the pump for install reference. most of those gaskets I have seen are the non symmetric ones & need to be on the right way & it is a easy check to do
