Are there any Charger people that could tell me how rare a 69 Charger SE with a non HP 383 and a factory sun roof is? Highly optioned with six way seat, power windows and AM/FM radio. I was thinking it was not that rare of a car, but could be wrong.

Rare. The sunroof makes it. Any documents, fender tag, build sheet? It will need them.

Not sure on the build sheet or fender tag. The car is in pretty rough shape. On the verge of a parts car.

Any 69 Charger that is still rebuild-able is "rare" I don't care what "numbers" or performance designation it had when new, if it's completely toasted where it's just a VIN tag/fender tag/buildsheet-option fodder for a rebody, or a parts car then do with it accordingly

my charger needs rebuilt, but i have no build sheet. since i have had that car since 1970, somewhere in the [way] back of my mind, i may have seen it in the seat back, but the dumazz that i am, probably tossed it thinking it was just so much paperwork that was meaningless. and that would have been 40+ years ago....... i will never restore it, just need to get it back out from hibernation.

I feel the same way about a 69-1/2 A12 Road Runner that I have had since 1970. Hopefully my kids or grandkids will restore it someday.

Don't know the #'s - can't be many with these options - but -
sunroof - 6 way seat - power windows - AM/FM radio - in the same car? And you're asking if it's rare? - I've never seen another - and I had a '69 R/T 440 auto B5/black interior/black top ps/pdb - that I regret selling every day since July 1986 - really a great car that did everything well - too bad yours is near part's car status - sounds like a huge bankroll needed to make it right - lots of specific hard to find parts there...good luck
