The '71 and later module will still function as a PTK when installed on a '70 or earlier VB but the limit function won't work.

The PTK module won't work on pre-'67.
There is, however, a way to mod the early VB to accept the PTK...this involves using a '67-'68 VB main casting (which still has provisions for the rear pump check valve) and bushing the roostercomb hole down to 5/16" to accept the pre-'66 throttle shaft, then the '65 roostercomb will fit the '67-'68 VB.
The pic below shows the '67-'68 casting that can be used, the check valve provision is in the top right corner of each casting.
