(1) clamp the small/large starter terminals together with a red jumper cable (be carefull of getting close to the starter case as it will vibrate when it cranks) and clamp the other black jumper cable to the nearby starter ear to ground it (2) set battery on ground by the LF tire (3) clamp the black cable end to batt neg post and red cable end to batt neg post (4) post what happens

Check to see if you have good clean grounds. From your description it sounds like there is not enough amperage passing thru the cables to the starter, which would indicate a poor or dirty connection.

Bench testing of the starter was OK but is it recieving enough juice when installed? & I would loosen the starter slightly & move it slightly & have a helper in the drivers seat work the key (safety first of course) & see what happens. We know the starter is good/we know the eng ain't locked up (iirc)/what is left is either not enough juice to starter (bad connections/terminals or inadequate battery & we eliminated the batt) or ground path (as mentioned) or there is a binding of some sort in how the starter is aligned to the block/flywheel teeth/mismatch there somehow but I'm thinking more electrical. Stay on it & keep us updated
