Why is a spring on the outside of some brakedrums?

On some Mopar musclecars there is a spring around the brakedrum on the outside. What is the purpose of this spring? Dissipating heat from the drum? Reducing vibration in the drum whilst under braking? Eliminating "squeal"?
Please chime in if you know the answer(s).

I've always heard it's to prevent chatter...kinda like wrapping a drum with a rubber belt while turning it in a brake lathe.

Squeal and chatter are pretty much the same thing....resonance is a better descriptive word.

The front drums from my 65 B body has/had them.I cant remember if they are still on or not as I took them off 20 years ago and they are on top of the garage.Rocky
