I have heard that the quick ratio steering came on all 3.91 rear differential cars. Any truth to this or did all 71 340 cars built after February 1 1971 come with the TA box. Were they also not equipped with a power steering cooler?

The TSB implies ALL 71 340 after that date.
I've seen a 70K mine 71 340, A/C, auto, loaded, conv Challenger with quick steering.
