Only certain motor combinations mandated turn downs for cars sold in California in 1970 and 1971. No matter which plant they were built in.
For instance 70 Hemi E-bodies, built in Hamtramk of course, that were sold in California had turn downs as part of thier Noise Reduction package.
I believe for some cars/years the Noise Reduction package was more than just tips?

OK...so if that's the case, what I'm looking to do is a "clone" recreation, but in OEM configuration, the car will be black in color, and I wanted to do a stock OEM undercarriage, but wanted to avoid doing it as a Hamtramck assembled car with a grey undercarriage, and preferred the black primed undercarriage and minimal undercoating....

That's correct. There are also some other tid bits that got done different in LA.
I assume you are building a sixpack car. A 440 four barrel E body out of LA would have had tips

Correct...I haven't decided on a tranny yet, Auto? or 4spd?....leaning towards 4spd
