Will a 275-60-15 fit on a 71 scamp. I have moved the springs inboard 3 inches. THe wheel wheels are stock and the wheel openings are stock. If they will fit what wheel backspace should i use. THe rearend is a stock width 8 3/4.

Not easily, you'll need 4.5 or 5 inch BS on an 8 inch wheel with the springs moved like that, but you still have the problem with the inner and outer qtr. You could bend the lip up and be real carfull plus do some trimming on the inside. Keep in mind that is a tall tire for an A body. It'll be really tight.

You should mini tub it if you moved the springs inboard , you are still hindred by the size of the wheel wells .

I had 255 60s in my 67 Dart. The wheelwells are identical. I had a custom 15x8 rally wheel with 6 inches of BS with the springs in the stock location.
They fit with about 3/4" of room on each side. The 275s would probably fit since they are about 5/8" wider overall. This equates to less that 3/8" wider per side.
I wouldn't expect to do any cornering or off road trailblazing though.
