NO,NO ,NO. 9.5-1 w/ quench barely runs on 93.
You cant say this as a blanket statement...It all depends on the entire combination. Cam and cam timing will play the most important part. Along with gear, converter, vacuum advance, timing, fuel mixture, etc. It all has to be right.
Slower motor in my sig, runs fine on 87 during colder weather. Runs fine on 89-91 during hotter weather. Barely has quench with KB step head pistons, less than optimum.
Faster motor in sig has no quench. Runs fine on 91 all times of the year with 34 total.

[ Do I understand this correctly, If he already has a good long block, with all the accessories, add $2000 for engine add-ons and $2000 for suspension stuff. Add an additional $4000 if you actually want an engine. I agree with this meeting the performance goal, but seems to miss the $3,500 mark as he has no engine or transmission.
You understood perfectly. If he's got a core engine that doesnt run it needs to be rebuilt - and he'll still need the bolt ons. Obviously these are costs that are just talking points but I figured he'd need to pay someone to do the rear and transmission and engine rebuild but couls do basic work himself.
Well, art is art, isn't it? Still, on the other hand, water is water! And east is east and west is west and if you take cranberries and stew them like applesauce they taste much more like prunes than rhubarb does. Now, uh... Now you tell me what you know.

What is your cranking cylinder pressure on both of these?
Havent checked the milder motor.
