The covers on my W-9 were black wrinkle painted with
ribs on top... I sand blasted them, milled the ribs
off and sanded smooth, then had them coated

That's not paint. Stage v powder coats there valve covers.

You should be able to remove the powdercoat , call a powdercoater and ask them how to remove it ???
