If you are dead set on a 318, Id start with a Magnum engine. Much better heads that will support that kind of power without near the work or, any at all for that matter. They seal up better too, meaning less oil leaks. Find one in the salvage yard and re ring and bearing it and basically all you should have to do is slide in a small 268 to 274ish duration cam, edelbrock intake, your 650 carb and a good set of headers and you should be right on the money.

KB 167's, zero deck, 360 heads cut down to around 60cc, 2.02/1.6 valves, thin head gasket, Edelbrock Performer, or Air gap (though a Performer will do just fine), 600 to 750 cfm carb, old school cam MP 284/.484, or new school with similar lift and duration numbers.

Fan of the 318 here Hot rod did an article on 318 hop ups many years ago, the old MP engine book has some tips and recipes for the 318 too. I did a search to see if I could find them out there but I couldn't. I did find these however, if you are after a little more of course: http://www.dippy.org/forum2/index.php?topic=242.0www.moparmusclemagazine.com/techarticles/mopp_0409_318_engine_build/index.html HTH's
