fuel and temp gauge inop,dash lights work,power to voltage limiter but no power to fuse block for instrument fuse,all others work and so far as I can figure so does everything else. anyone have any ideas or point me in the right direction.

All I know is you won't find power at inst fuse until you turn on headlight switch.

Yup. inst light fuse is only hot when park/headlights are on.... Power to the IVR but what about a pulsed output? Is the screw mounting the IVR tight?
Try grounding the wire to the temp sender with the key off, then briefly switch the key on & watch the gauge... It should head straight for hot... Switch the ignition off before it pegs, you can damage the gauge.... If it moves the sender is suspect.. Same deal on the fuel gauge..

so it's only a dash light fuse? man I feel dumb,kept reading post on gauges not working and it was the fuse.new SS IVR,fuel sender,temp sender.grounded both gauges and nothing.
