First off, all converters have a stall speed, so "stall converter" is a redundant term. Sounds like a street car where the guy wants basically a stock converter, and the range given is at the low (or "tight") side for even the stock passenger car converters. Remanufactured ones can be found as cheaply as $75, but (a) "you get what you pay for" and (b) that range may not be best for your friend's application.

For stock or a little higher stall I go to Dacco or Transtar. They are within that price range.

Go with a rebuilt factory converter. 1600-1800 is pretty tight, if he wants it that low go with a 12".
