can a line lock also be used as a parking brake or does the car have to be running for it to werk

Not recommended because you need power on the line lock and this will drain the battery.

I think JCwhitney has a mechanical hydraulic brake lock


Allen Here's a novel idea, let's not throw a bunch of parts at the car hoping it will fix the problem and instead spend a little time diagnosing it first. Life was a little easier when I was just a wrench.

Yup. They're also not designed to be used for prolonged periods of time or they're susceptible to burning up.
