OK, like most of us, I like to look at fender tags for the thrill of the hunt. So this one might be a stupid question. How come fender tags don't read power steering on the tags, or do they? I've seen a bunch of cars that have power with no such code. What is the code and is it always there?

The fender tag is basically the instructions for building & trimming the painted body.

A broadcast sheet wouldn't survive the welding, dip & paint process and remain readable.

NO - power steering would NOT be coded on a fender tag.

OK that sounds right. So without build sheet, tough luck. I do see that a power brake code is there, how 'bout that?

Fender tag layout was changed/modified from year-to-year, plant-to-plant & model-to-model.

To comprehend why a specific code was used (wasn't used) on a specific model year car you would have to ask a very specific question.

Using NEVER & ALWAYS usually causes problems/issues.

Also which codes make the tag are plant dependent.

Occasionally power steering is coded on a fender tag - if it is part of an option group.

A04 from the 1969 - 1971 model years included power steering as an example.

Tilt -A-Scope steering column would be another secondary indication of power steering.

Most A04 packages did included PS but there are a couple of examples of Basic Groups that don't. The Imperial doesn't because PS was standard on the model. 69 Valiant Basic Group doesn't include PS either.

Isn't the tag for color, trim and things that require certain body part configurations, holes and brackets?

Basically yes.

It is curious as to why there was so much variation in what was coded between plants. Why is LR so sparse yet other plants list a lot of things? Why do C bodies have a different coding format than A bodies?

You would think the way cars were built was fairly standardized between plants. Why weren't fender tags?

What year did they start putting both these codes on cars'?
More specifically St. Louis cars.

I have 2-3 tags from St.L '72 showing both codes so I figured it must be '72?

I'm pretty sure my 69 Bee is A04 , lynch rd. built , but it doesn't have power steering . It does have A31 , Same with my 69 Dart GTS , A 04 , A31 , no power steering .
