You could have tie rod length same as lca and have same toe issues. That indicates that the two are in different arc. toe out is the least desirable you have to play with outer tie rod heights until you get the least of toe change. look in mopar chassis book it shows how to do this by making a sweep graph. .That is why we heat and bend the tie rod mount at the end of the lower ball joint or get adjuster kit and use hime joints.
